Does NIS2 require penetration testing?

NIS2 does not name penetration testing in a single explicit clause. However, Article 21(2) requires appropriate technical measures including vulnerability handling, and Article 21(2)(f) requires policies to assess the effectiveness of your risk-management measures. Penetration testing is the accepted way to demonstrate that effectiveness, and national competent authorities widely expect security-testing evidence during supervisory reviews.

Which NIS2 obligations does a penetration test support?

Primarily the Article 21 risk-management measures: risk analysis, vulnerability handling and disclosure, assessing the effectiveness of controls (Article 21(2)(f)), supply-chain security, access control, cryptography and cyber hygiene. Testing also produces the evidence that supports incident-handling readiness under the Article 23 reporting timelines.

Are we an essential or important entity under NIS2?

Classification depends on your sector, size thresholds and the national law that transposes NIS2 in your Member State, so only your competent authority can confirm it. From a testing perspective, classification informs priority, depth, evidence and board oversight rather than the methodology itself. We scope against the systems that underpin your critical services either way.

How often should we test for NIS2?

At least annually, with targeted retests after any significant change to in-scope systems and after any security incident. ENISA frames effectiveness assessment as a continuous process, so competent authorities look for a repeating cadence and remediation evidence rather than a single test.

Does the test cover our supply chain?

Where in scope, yes. Article 21 requires supply-chain security, so we can test third-party integrations, the access those suppliers hold into your systems, and the trust boundaries between them. Leaving suppliers out of scope is a common gap that competent authorities and auditors ask about.

How is NIS2 testing different from ISO 27001 or DORA?

ISO 27001 is an information-security management system standard; NIS2 is an EU directive implemented through Member State law. DORA is prescriptive for the financial sector and mandates threat-led testing for some entities. NIS2 is broader across essential and important sectors and takes a risk-based approach, so the test evidence can support several frameworks but the legal obligations are not the same.
